Ms. Manns has over twenty years of experience in the property management field. Ms. Manns’ property management experience is especially valuable because she worked her way up through the ranks of the industry from a rental collections clerk to a HUD Certified Occupancy Specialist to a Certified Property Manager. She then moved on to developing over a decade of experience in property management administration. In several different states throughout the country, Ms. Manns conducted quality control HUD Administrative Oversight Reviews (AOR) for firms contracted by HUD, and in this capacity, she was responsible for:

  • Conducting HUD annual Management and Occupancy Reviews (MOR), pursuant to annual Contributions Contracts (ACC).
  • Verify and authorize payment for valid HUD Section 8 Special Claims for unpaid rent for property damages and vacancy losses.
  • Monitoring and following up on physical inspections and, deciding the appropriate administrative actions to take relative to the inspection score, and using ACC and HUD guidance
  • Mitigating the concerns of residents and local community members.

As BQM CEO, Ms. Manns leads her team to consistently deliver quality services property management services.

Administration

The BQM Administration team is comprised of the President and CEO, Financial Officer, and Fund Development Grants Administrator.
