Ms. Sharon Manns, Owner and Chief Executive Officer
Ms. Manns has over twenty years of experience in the property management field. Ms. Manns’ property management experience is especially valuable because she worked her way up through the ranks of the industry from a rental collections clerk to a HUD Certified Occupancy Specialist to a Certified Property Manager. She then moved on to developing over a decade of experience in property management administration. In several different states throughout the country, Ms. Manns conducted quality control HUD Administrative Oversight Reviews (AOR) for firms contracted by HUD, and in this capacity, she was responsible for:
- Conducting HUD annual Management and Occupancy Reviews (MOR), pursuant to annual Contributions Contracts (ACC).
- Verify and authorize payment for valid HUD Section 8 Special Claims for unpaid rent for property damages and vacancy losses.
- Monitoring and following up on physical inspections and, deciding the appropriate administrative actions to take relative to the inspection score, and using ACC and HUD guidance
- Mitigating the concerns of residents and local community members.
As BQM CEO, Ms. Manns leads her team to consistently deliver quality services property management services.
Administration
The BQM Administration team is comprised of the President and CEO, Financial Officer, and Fund Development Grants Administrator.
This team works very closely with property owners and their board directors to ensure services are designed and administered in a manner that fits the needs of each property, are compliant with all funding, federal, state, and local municipal requirements, and ensure the best possible return on investment. Financial Services are Tailored to Meet the Needs of Each Property, but Basic Financial Services Include:
- Providing accounting services in line with accounting industry best practices and that meet funding source requirements
- Maintaining detailed documentation of income and expenses
- Maintaining all historical records, such as paid invoices, leases, inspection reports, insurance, and warranties
- Providing annual reporting, structured for tax purposes, as well as required tax documents, including a 1099 form and
- Providing easy-to-read monthly finance reports that include detailed breakdowns of income and itemized expenses
Fund Development and Grants Management Services are Provided to Secure Resources to Deliver Services That Help Improve Residents' Quality of Life. These Services Include:
- Assessing the needs and desires of residents by using various modes of communication to reach out to residents, seek and secure their input, and meet with them to assess their needs
- Establishing onsite recreational, informative, and supportive services that help improve the quality of living basics related to managing health and finances and decreasing isolation
- Identifying and securing funding to support resident services
- Managing the delivery and quality of program services, in concert with the Resident Services Coordinator (RSC), as applicable, to ensure residents gain value from the services and that services are delivered in a manner that is compliant with funder requirements.
